It was designed by Ken Shuttleworth, who designed London's City Hall (testicle) with it's spiral staircase (1,640 ft) and the Gherkin (phallus), and the Vortex Tower which sounds like it's going to be very interesting, he also designed the Millenium Bridge and Wembley Stadium's Arch, as well as obviously banking buildings (HSBC HQ, Commerzbank Tower; all sculptists/architects pretty much invariably work only for the elite).
Inside London's City Hall, F*CK THE FREEMASONS THAT RUN IT! REVOLT!! ALL city halls you'll find some kind of Freemasonic/Illuminist symbolism on it such as the LA City Hall which I've mentioned a few times with it's pyramid.
